Publishing Ethics

  In order to strengthen academic integrity and resist academic misconduct, our journal establishes the following code of ethics for authors, reviewers, editors and publishers. The ethic statements are based on the relevant provisions of the copyright law, the code of publication ethics, and the press and publishing industry standard of the People's Republic of China, Academic Publishing Specification — Definition of Academic Misconduct for Journals (CY/T 174-2019), etc.
1. Responsibilities and Duties of authors
  1) The authors should respect intellectual property rights and research results of others, be responsible for the authenticity of the paper, ensure that the content of an article is original and has not been published domestically or internationally, free from academic misconduct (e.g., plagiarism, data forgery falsification), and does not involve multiple submissions, redundant publication and other relevant issues.
  2) The authorship of the papers should truthfully reflect the work and contribution of the signed authors. Whereas, the signed authors must:
  (1)Provide substantial contributions to the topic selection, experimental research, data collection, result analysis, etc of the papers;
  (2)Prepare the papers or make major changes to important academic content;
  (3)Do a final check of the papers.
  3) The authors should ensure that the papers comply with the relevant regulations on publication confidentiality review. When confidential information is involved, the authors' units should provide non disclosure certificates.
  4)  The authors are obliged to disclose the parties involved in conflicts of interest that could affect the objective evaluation of the papers. All sources of financial support for the project should be disclosed.
  5) The author list should not be modified at will. Any addition, deletion, or rearrangement of author names in the authorship list should be made before the manuscript has been accepted. To request such a change, the corresponding author should explain the reason for the change, and send the confirmation letter that all authors agree to modify the author list to the Editorial Office. 
2. Responsibilities and Duties of Editors
  1)  The editors have the responsibility to avoid academic misconduct such as multiple submissions and redundant publication. Editors should review a manuscript twice after submission and before publication.
  2)  The editors should deal with each manuscript fairly and impartially, The decision to accept or reject the papers should be made based on the journal's scope and the content of the paper (scientificity, innovation, readability, etc).
  3)The editors should comply with the principle of confidentiality and follow double-blind review process, keep the information of authors and reviewers and the unpublished papers confidential, and should not illegally use the author's research results.
  4)The editors must not be motivated by interests to interfere with peer evaluation, and should guarantee independent review by peer experts to ensure fairness and impartiality of peer review. A "double-blind review system" should be used to evaluate the quality of the manuscript, with the results of peer review as the basis.
  5)  The editors should provide authors with detailed revision opinions or reasons for rejection as much as possible. In the process of editing and publishing, editors should not only pay attention to publishing norms, but also respect author's point of view and writing style, and should obtain author's consent for key revisions of a manuscript, such as revision to academic views.
3. Responsibilities and Duties of Reviewers
  1) The reviewers should maintain academic integrity and avoid academic misconduct. During the process of reviewing manuscripts, reviewers should check whether there is any academic misconduct such as duplicate publication, plagiarism, tampering, forgery, etc. If there is any suspicion of such misconduct, they should inform the editors in a timely manner and provide relevant evidential information.
  2) The reviewers should evaluate the merits and demerits of the manuscripts on an honest, objective and fair basis, and give reasonable and constructive evaluation comments in a timely manner.  They should not prejudice or discriminate against author's country, institution, race, religion, political belief, gender, etc, and should not disclose the research contents of manuscripts that they review.
  3) The reviewers should abide by the confidentiality principle of peer review and avoid disclosing the contents and relevant information of the manuscripts to any irrelevant persons, whether during or after the review.
  4) The reviewers should review the manuscripts in a timely manner as agreed, and if they cannot return the review comments on time, they should promptly inform the editorial office and withdraw the review, and may recommend reviewers. Without the consent of the editorial office, reviewers are not allowed to delegate their colleagues or students to review the manuscripts on their behalf.
  5) When there is competition, cooperation or other conflict of interest between the reviewers and the authors, in order to ensure the fairness of the review, the reviewers should promptly declare the conflict of interest to the editorial office and recuse themselves from reviewing the manuscript.
4. Procedure of Dealing with Academic Misconduct
  Academic misconduct includes but is not necessarily limited to plagiarism, forgery, tampering, inappropriate signature, duplicate submission, duplicate publication, undeclared conflict of interest, etc, which is based on the latest national standard Academic Publishing Specification — Definition of Academic Misconduct for Journals (CY/T 174-2019). In order to prevent academic misconduct, our journal will take them seriously, hold authors responsible, and purify the academic environment.
Our journal will use the "Science and Technology Journal Academic Misconduct Literature Detection System" provided by CNKI during the initial review stage and before publication to conduct plagiarism detection on papers to prevent academic misconduct.
  The manuscripts involving academic misconduct will be rejected by our journal. If a manuscript is found to involve academic misconduct after publication, our journal will retract the manuscript, and hold the authors responsible in accordance with relevant laws and regulations, and the "Copyright Transfer Agreement" signed by the authors. For manuscripts with severe academic misconduct (e.g., intentional multiple submissions), our journal will no longer accept the authors’submission.  
5. Appeal Mechanism
  The authors are allowed to make complaints in case they have obtained sufficient information or evidence (such as providing other facts, corrections, or additional materials, or filing complaints against the conflicts of interest or unfair peer review). The editorial office will deal with the complaints according to the relevant information and evidence provided by the authors.
6. Withdrawal Notice
  In case of any papers published involving legal restrictions such as legal infringements and slander or proved academic misconduct, a withdrawal notice will be timely issued in the following manner:
  (1) Once academic misconduct or legal restrictions are found in the papers, a withdrawal notice of the paper will be timely published in text of the latest issue of the Journal. The notice consists of the original text clearly quoted and withdrawal reasons.

  (2) The papers will be timely withdrawn from the website and database platform.

7. Advertising Policy

      At the moment, Journal of Highway and Transportation Research and Development  is not opted for advertising and no advertisements would be published in the paper journal, official website of the journal, etc.
